Joe Hargan was born in Glasgow, in 1952. He studied drawing and painting at the Glasgow School of Art from 1970-74 under Danny Ferguson, James Robertson and David Donaldson

Joe has exhibited widely since the early 1970’s and has been successfully selected for inclusion in shows held by The Royal Scottish Academy; The Royal Glasgow Institute of Fine Arts; The Royal Scottish Society of Painters in Watercolour; the Paisley Art Institute; The Royal Academy of Art, London; The British Watercolour Society and The Scottish National Portrait Gallery.

He is a founder member of Group 81 Artists who regularly exhibited at The McLellan Galleries, Glasgow. In 1981, Joe Hargan was elected a member of the Glasgow Art Club. In 1985 he became a member of the Paisley Art Institute and later that year elected a council member. In 1989 he was nominated and voted Chairman and President of the Paisley Art Institute, a position he held for 11 years.

In 1996 Joe was awarded the Paisley Art Institute diploma.

His work is held in numerous important collections both private and corporate.
